Liberty is planning to improve electric reliability to customers in eastern Kentucky by making upgrades to the power grid in Floyd and Pike counties.
The Kewanee-Enterprise Park 138-kV Transmission Project consists of building approximately 5 miles of transmission line and a new substation.
Crews also plan to retire Liberty's existing Fords Branch Substation. Right-of-way agents will contact landowners this spring to discuss
acquiring easements.
Liberty representatives plan to file the project with the Kentucky Public Service Commission this spring. Construction is expected to begin next
year and conclude by the end of 2023.
Project Updates
01/31/22: The Public Service Commission approved the proposed upgrades in 2021. Right-of-way agents are working with impacted landowners to discuss next steps.
09/15/20: Our representatives are resuming plans for power upgrades in Pike and Floyd counties.
Company officials resubmitted for a Certificate of Public Convenience and Necessity with the Kentucky Public Service Commission this summer.
Company representatives are submitting a line route similar to previously announced plans.
03/09/20: Our representatives announced the Enterprise Park Economic & Area Improvements Project in 2018.
We placed the project on hold last year as we reevaluated needs in the area. We are now ready for the project to move forward as the Kewanee-Enterprise
Park 138-kV Transmission Project. Our representatives plan to file the project with the Kentucky Public Service Commission this spring.
10/28/19: We are delaying the project as we reevaluate electrical needs in the area.
12/14/18: We received approval from the Kentucky Public Service Commission to construct the
Enterprise Park Economic & Area Improvements Project.
8/10/18: We filed a Certificate of Public Convenience and Necessity with the Kentucky Public Service Commission
seeking approval to construct the Enterprise Park Economic Area Improvements Project. The company’s application can be viewed under the “Regulatory” section on this page.
6/25/18: We have determined a proposed route and substation location for the Enterprise Park Economic & Area Improvements
Project. The route and substation were determined by incorporating public input gathered from landowners and community members at an open house in May.
Our right-of-way agents will start reaching out to directly-involved property owners to discuss project specifics.
5/08/2018: We held an open house on May 3 to introduce proposed study segments, answer questions related to the
project and gather feedback from the community. The company will utilize the information gathered to determine a proposed transmission line route.
4/19/2018: We will host an informational open house to introduce proposed study segments, answer questions
about the project and gather feedback from the community. The open house will be Thursday, May 3, from 5:30-7:30p.m., at Pikeville High School at 120
Championship Drive in Pikeville. Landowner and community input on the proposed study segments will help determine the transmission line route.
